« Based on human rights monitoring reports (by Amnesty International and other human rights groups), 113 countries are still practicing torture today. Many of the remaining 81 countries however may also directly or indirectly condone cruel and degrading practices throughout arrest, interrogation and detention processes, so in reality the number is probably higher than 113.

The good news though is that 93 of these 113 countries have now signed the International Covenant on Civil and Political Rights (ICCPR) and have domestic laws which guarantee citizen rights, at least on paper : a window of opportunity now exists to help these states achieve full realization of these rights in practice, through capacity-building and support to the judicial sector. »
