It is the ability to buy antibiotics over the counter without a prescription which has done so much harm to the State.

Si l’on réfléchit un peu, on se rend compte que cette mortalité particulière peut être simplement due à une surconsommation d’antibiotiques. Il serait d’ailleurs intéressant de savoir lesquels ont été vendus. La piste chimique, résultant d’une erreur, reste pour moi la plus plausible.
